243 But`I fay, that I have fully proved ( unanwered ) that they that were Ordained bySynods of Incumbent Paftors,and fpeci- ally thofe alto then approved by the l4íeftsninfer Aftembly;had a better Ordination,and that by true Bithops, thaneither Papifs or meer EnglifhDiocefans that are not Archbifhops can give: And yet they Re-ordain not Papifts. $.Either they take theParith>Çhurches(that is,the Paftorand Communicants diftint from the nicer Auditors and Catechu, mens, and from the Aliens ) tobe true properChurches in po- litical Senfe or not : ifyea, Then thofe Churches have Bifhops For Ecclefa eft plebs Epifcopo adunata, ubi Epifcopus ibi Eccle- fia: Their own Principle is, That it is no proper political Church without a Bifhop There are three degreesof Bifhops. I. All Presbyters are Epifcopi Gregis ( by the content of Papifts and Proteftants.) 2. The chief Incumbents that have Curates or may have, are Epifeopi Prtfides: The Ordination without Diocefans was by thefe two forts of Bifhops. 3 True Diocefans are Arch- bithops, Epifcopi generales plurium Ecclefiarum ; We refute not theirOrdination; but Men have true Epifcopal Or- dination without it But if theyfay that theDiócefan is the loweft Bifhop of a par- ticular Church, and that the Parith=Incumbent Rectors are no true Bifhops, and their Afhemblies no true political Churches formed of Bifhops, but only parts of oneDiocefan Church infmi Ordinis, we abhor fuch Tyrannical, Schifmatical Dioce- fans, and their pretence of proper power toOrdain; and the Primitive Church had never any fuch Ordainers or Bifhops : And I advife all Minifters neither tobe Re-ordained by fuch, nor to yield to the appearance offuch an evil, by coming under their equivocating impófitionof hands ; left they take God's Name in vain, and harden Papifts and Church.Tyrants in their falfe condemnation of the Reformed Churches.'
