Nothing fhould be made the matter of a Law but what is Defirable to the Commonwealth, as well as to the Governour. For men mull be Governed as men. Punifh9 ments indeed arenot defirable for themfelves : but et by acci- dent they are defirable to the Common good : and the mat_ ter of Precepts fhould be much more deferable then Punifh- ment. g. 3. If unprofitable things be made the matter of Laws, it will tend to the contempt of Laws and Government : and people will think it a burden and not abenefir,and will defire to be freed froth; and this will tend to the dffolution of Societies. 4.4.
