When any break the rule of the Law, thenthey fall under the penalties of, the Law, fo that every way a Magifirate is a binder ; and as he is a binder, fo a healer ; The Laws of Government by which people are bound, are for their healing, for the healing of their manners andcorruptions; as alto, for the healing of thofe whom they have oppreffed or wounded by their evil manners and corruptions. Further, all Governours fhould, and righteous Governours will improve their power and authority for the healing of thofe differences that arife amongtheir fubjeeIs, or thofe over whom they are fer; Mall there refpeets, Magifirates are healers and binders.
