Juftiee it felf is blind, if it help not one blind man as well as another, and that's but lame Juflice which isnot feet to all the lame. Thirdly, Obferve ; They who are in power fhould mercifully (apply the defeth of thole who apply to them. To the blind man,the Magiflrate muR be eyes, and tc..the lame man feet. Onc of the Ancients laid under agood Prince, or Governeur,there's no fubjea lame, no fubjea.blind. The Magifirate is an univerfal eye, and an univerfal foot. He makes up natural, and he makes upor provides a remedy for civil imperfe&ions.. His prudence, power,and authority,mingled with pitcy and cotn- pafficn, will eafily do all thefe good things. A Magtflrate is the head of the people, yea he is not only the head, but he is every, member to the people,he is eyes and feet to all the people,and he is a tongue to all the people.
