APPENDIX. 225 " 20 July. Resolved,-That upon the humblepetition of Evan Lewis and Rich. Hubbard, Prisoners in Newgate, by Order of this House, for selling about the Streets, aprinted Paper, called ' the Resolution of the County of Hereford,' they be forthwith released from any further Restraint." The editor has been unable to find any copy of this declaration ; but among Lady Frances Vernon Harcourt's collection, is the following paper, which embodies the views of Sir Wilm. Croft and others, who now more openly joined the King, and were shortly in arms against the Parliament. (3.) MS. endorsed, " Herefford Protestation." THE PROTESTATION. I beinge herevnto required doe willingly and in the presence of Almighty God solemnely vow and protest as followeth :- 1. That I beleeve noe power of pope or parliament can depose the soveraigne Lo. K, Charles, or absolve mee from my naturali allegiance and obedience vnto his royall person and successors. 2. That the two Howses of Parliament without the King's consent hath noe authority to make lawes, or to bind and oblige the subject by their ordinances. 3. Wherefore I beleeve that the Earls of Essex and Manchester, Sir Tho. Fairfax, Sir Will. Waller, Coll. Massie, together with all such as already have or hereafter shall take vp armes by authority and commission of the members of parliament of Westminster, pretendinge to fight for Kinge and parliament, doe thereby become actaall rebells, and all such ought with their adherents and partakers to be prosecuted and brought to condigne punishment. 4. That myselfe will never beare armès in their quarrel; but if I shal be thereunto called, will assist my soveraigne and his armyes in the defence of his royall person, crowne, and dignity, against all contrary fforces, vnto the vttermost of my skill and power, and with the hazard of my life and ffortunes.
