Wherefore to deal plainly in this cafe; Whereas there is neither the `Power nor Exercife ofDifcipline in Paro- chial Affimblies,or their Miniftry,not fomuchby their own Neglect, as becaufè their Right thereunto is denyed, and its exercife wholly forbidden by them in whole Po- wer they are ; and whereas in the fupply that is made ofthis defect, a fecular Power is erected coercive by pecuniary and corporal Penalties adminifired by Perlons, no way relating unto the Churches over which they exercife this Power, by Rules of Humane Laws and Confiitutions, in litigious and oppreffive Courts, in the room of that Institution of Chrift, whole Power and exercifè is Spiritual, by fpiritual Means, according to theScripture Rules ; It is lawful for any man who takes care of his own Salvation, and ofthe means of it, to withdrawfrom the Communion of f ch Churches, fo fir as it hinders or forbids him the ufe ofthe means appointed byChrift for his Edification.
